DESIGN-BUILD - Texas Chenier Plain Complex Winnie Depot

When Hurricane Ike destroyed the U.S. Fish & Wildlife facilities at the Texas Chenier Plain Winnie Depot, it created a singular opportunity to not only rebuild the complex but to recreate it to meet today's energy efficiency standards. The Winnie Depot Complex is envisioned to serve as the hub of maintenance operations for heavy equipment and vehicles, the command center for emergency operations, the fire crew headquarters and fire cache facility, office space for the maintenance staff, and to provide the equipment storage for the entire Winnie Depot Complex.

As part of the C3 LLC design-build partnership, MCC was awarded the $18.5 million contract by FWS to provide design-build services on the nearly 22-acre site and to incorporate many thoughtful design and construction elements, maximizing the use of project funds.

The project, which is slated for completion in late 2011, will result in a facility that helps support the needs of FWS employees as they work each day to protect, preserve, and study the resources of the area for years to come.

General project highlights and considerations
C3's guiding principle for quality construction is to bring the design team's ideas to fruition in a quality, timely, and cost-effective manner. Because the project has just begun, exact design-build details are not yet finalized. Here are few of the general areas that will be addressed.

  • Shop office with seven individual offices, one group office for six employees, and office space for four workstations, conference room, computer jacks, radio connection, and outlets
  • Combination fire cache and service shop building to include carpentry/welding shop, dispatch office, meeting room, with drive-through bays with mechanic work areas with lifts
  • 30 ft radio antenna designed to withstand appropriate hurricane wind forces
  • Bunkhouse with five bedrooms, kitchen/dining room, restrooms, shower facilities, living room area, and janitor room with sink and storage area
  • Vehicle storage building
  • Detached residence
  • Wash rack with waste water treatment system to meet all applicable federal, state, and local environmental requirements
  • Hazardous materials storage area and fuel storage area
  • Covered lumber/pipe storage area
